Baltimore County commission approves redistricting plan despite opposition from NAACP, ACLU

There is a concern, said Roger Hartley, dean of the University of Baltimore’s College of Public Affairs, “that if you pack voters into one district that regularly votes for one party, you are by definition creating more districts that are in this case largely white and that might vote more for another party.”
